Bulgaria, Romania dropped effort in tackling corruption | New Europe ;..   It is the weakness of institutions in Bulgaria and Romania that stands out. To be completely honest, one could find the same tendency towards fading institutions also in countries which are generally more successful in the fight against corruption, like for example the Scandinavian countries. There are also institutions there which do not perform so well.
